The Blue Hill Ave corridor hosted a trolley line until the 1950s. There are places where the median is still wide, a remnant from those days.
Blue Hill Ave is notorious for double parking. Many people want to have more parking along the corridor and are skeptical of losing travel lanes. And the city has to tiptoe if they mention bike lanes. Neighbors complain that only outsiders bike, which is not true. But people prefer not to bike there because the road conditions are poor, the hills are steep and traffic is so hostile.
