You may be right about Ottawa's BRT capacity. It was designed to be upgradable to rail (clearances, structural load bearing), and the BRT reached 90% capacity in 1996 for the number of *buses* used (180/hr), not for the number of passengers transported (it's been a decade since I learned this stuff, haven't researched since)

The Volvo 7800 Electric bi-articulated model can carry up to 300 passengers, and the articulated version up to 191. Both feature a 250 kWh charging capacity and are equipped with Volvo’s latest safety systems. The buses will also include a maintenance contract, spare parts access, and a unique connectivity and circularity model for Mexico. Manufactured in Volvo’s local plant, the first buses are expected in 2026, driving the transition to cleaner and safer public transport.
