The #Crown has to approve all acts, and it can withdraw approval, too. While it's difficult to make new acts without parliament, it's easy to scrap them. Canadians have seen this before.
In this case, the Crown (Her Excellency the Governor General in Council) simply changed the Regulation under the Act and set the tax rates at zero. The Act remains. #law
