Maar Katz weet dat als je de distributie van hulpgoederen door ervaren hulporganisaties (de door Israël verboden UNRWA voorop) laat uitvoeren, je niet kunt voorkómen dat dat ook leden en aanhangers van Hamas daarvan zullen profiteren.
Zamir beseft echter dat de IDF (Israeli Destruction Forces) niet de (juiste) mensen en middelen in Gaza heeft om voedsel te distribueren om daarmee massale sterfte te voorkómen.
