@straphanger Windsor is not exactly huge and I don't think it has all that much business/tourist traffic. I don't think it's a bad idea to leave that for more stage two.

@straphanger This is amazing news! A no-brainer for a long time (does this mean that 70% of all Canadians will live within an hour of this line?), and one where I’ve always wondered why there were no plans already.

Certainly the Windsor—Quebec corridor is already the big rail traffic zone, and a natural for more and better service, and especially for electrification. I suspect that starting with or emphasizing the Toronto—Quebec portion is mostly a matter of that most quintessentially Canadian of political pursuits, reassuring the Quebecois that they are important and will be paid attention to.
