"In recent years, critical data studies from the Global South have gained traction, generating debates on power, knowledge production, and the politics of data. While these discussions challenge universalist frameworks, they also risk essentializing the ‘Global South’, requiring a more nuanced approach. This special issue centres Latin America as a site of theoretical, methodological, and empirical inquiry, highlighting its potential to generate new insights into datafication, power, and artificial intelligence. Rather than treating Latin America as a passive recipient of Global North theories, this issue foregrounds its epistemological and methodological contributions to global debates. Engaging with frameworks such as capitalism, coloniality, and dependency theory, the articles explore the region's heterogeneity and intellectual traditions in social sciences, humanities, and science and technology studies. This introduction proposes a research agenda for Latin American critical data studies – one that reflects historical legacies while envisioning possible data futures through interdisciplinary and critical engagement. It interrogates the politics of knowledge production, emphasizing the need for non-extractive, dialogical approaches to studying data in, from, and with Latin America. By centering Latin American scholarship and experiences, this special issue challenges dominant narratives in critical data studies and offers alternative theoretical perspectives that are globally informed yet locally grounded."

Early Findings from a Rapid Survey in 16 CountriesThe informal sector is by far the world’s largest employer. The International Labour Organization estimates that 60% of jobs are informal. The Accelerator Lab Network of the United Nations Development Program (UNDP) has detected signals that informal businesses are embracing digital tools across the Global South. This is likely to have far-reaching implications in contexts where informal businesses account for a large part of economic activity. On top of the usual (and generally thought to be beneficial) implications in terms of efficiency and access to customers and suppliers, which are common to formal as well as informal businesses, the digitalization of informal businesses offers a new angle on informality itself. The use of digital tools increases their visibility and legibility to the rest of society. For example, you could think of estimating the number of informal businesses in a city or region by counting the number of vendors on Facebook Marketplace for that city or region. From the same data, you could infer the activities they are involved in, and even reach out to them. This could open new ways for development policies to support and include the owners of informal businesses, similarly with how, in the wake of the COVID-19 pandemic, hundreds of millions of people received income support, many of them, for the first time, through digital channels. In this document, we report on the results of a survey on the use of digital tools by informal businesses in the Global South carried out by the UNDP Accelerator Lab Network. It was designed and deployed in 2022, when the COVID-19 pandemic was accelerating the take-up of digital tools by some businesses and their customers. Its been so rapid, despite entrenched fossil lobbies, the Gov has had to cancel future coal and gas power projects, and renegotiate contracts with current ones to lower their prices or just shutter them

No amount of lobbying or narrative building can beat cold hard science and economics.

This latest trade war prompted me to revisit my notes as an #Indymedia correspondent at the 2001 WTO Ministerial in Doha, where I witnessed the launch of the Doha Round firsthand. It kicked off years of predatory negotiations that left many Global South countries (and billions of people) vulnerable to what we’re seeing now: abusive tariffs weaponized to extract even more from those with the least. I'll be publishing a full article in the next few days.
